Unethical Recruiting Tactics

CIA operatives in Geneva deliberately got a Swiss banker drunk at a social event and encouraged him to drive home. This resulted in a DUI arrest that the operatives then used as leverage. They offered to make the charges disappear if the banker agreed to provide financial data from his employer, UBS. Snowden witnessed this entrapment firsthand. The morally questionable blackmail tactic deeply troubled him and contributed to his growing disillusionment with intelligence work.
