Security Clearance Failures

The CIA granted Snowden top-secret clearance in 2006 despite clear warning signs. A supervisor had previously reported that Snowden attempted to access restricted files. This oversight was noted in a 2013 CIA internal report. The lapse allowed him to later access and leak NSA documents while working as a contractor. This incident exposed fundamental flaws in how intelligence agencies vetted personnel with access to sensitive information and highlighted serious security vulnerabilities.
