Snowden’s leaks revealed how CIA and NSA programs collected Americans’ data without warrants. Section 702 of the FISA Amendments Act enabled this surveillance, which many legal experts considered unconstitutional. The CIA accessed this information for foreign intelligence purposes but swept up domestic communications. The “incidental” collection of U.S. citizens’ communications raised serious legal questions. These concerns eventually led to modest reforms through the 2015 USA Freedom Act.
