7. Robespierre’s Radical Vision
Maximilien Robespierre, the leading figure of the Committee of Public Safety, believed that terror was a necessary tool to defend and purify the Revolution. He famously argued that “virtue without terror is fatal; terror without virtue is powerless.” Under his leadership, the use of violent repression intensified, with mass executions and sweeping purges.
