10. Congressional and Official Investigations
In the aftermath of Pearl Harbor, several official investigations sought to assign blame and uncover the truth. The Roberts Commission and later congressional inquiries largely criticized military leadership in Hawaii for unpreparedness, but also highlighted communication failures in Washington. These investigations did not find evidence of intentional deception by FDR, yet the incomplete answers and lingering doubts have allowed conspiracy theories to persist for decades.
