4. Reform or Tyranny?
Caesar unleashed a wave of ambitious reforms—from reorganizing the calendar to granting citizenship and redistributing land. Some viewed him as a visionary, reshaping Rome for the people’s good, much like Solon in Athens or Napoleon centuries later. Others saw the shadow of tyranny in every decree, suspecting each change tightened his grip on power. The Senate’s trust further eroded, torn between gratitude for progress and fear of dictatorship.
