During the Cold War, the United States and the United Kingdom significantly enhanced their intelligence collaboration through the UKUSA Agreement, formalized in 1946. This agreement established a framework for sharing signals intelligence (SIGINT) and laid the foundation for the Five Eyes alliance, which expanded to include Canada, Australia, and New Zealand. The alliance’s activities were further advanced with the development of the ECHELON surveillance system in the 1960s, designed to monitor communications from the Soviet Union and its Eastern Bloc allies.
