3. London (1665-1666)
In the mid-17th century, London was rocked by back-to-back disasters: the Great Plague and the Great Fire. Tens of thousands perished, and panic swept the city as disease and flames tore through crowded neighborhoods. With civic order collapsing, crime and desperation flourished in the chaos.
